Opportunity study : Félix-Leclerc highway, Quebec

This mandate, obtained from Quebec’s Transportation Department, consisted in carrying out an opportunity study on a segment of the Félix-Leclerc freeway located in Quebec city. This segment of freeway 40, extends west on 32km from Saint-Augustin-de-Desmaures to Beauport on the east, and also includes an interchange at freeway 73 (Laurentian) with Lebourgneuf and de l’Atrium boulevards.

This mandate consists in identifying present and foreseeable transportation problems on this freeway segment and establishing the most appropriate solutions to resolve these problems. The study must also determine the pertinence of extending the   Félix-Leclerc freeway from freeway Henri-IV west bound to road 367 within the government’s right-of-way, acquired over 30 years ago.

Unique aspects  

During the first stage,  detailed sector analysis was carried out for the following elements: social and economic context, functional characteristics of road network, geometric characteristics, traffic characteristics , road safety, environmental  problematics of road network. From this analysis, it became possible to prepare a problem summary. This exercise made it possible to target each element requiring corrective measures, examine their interrelations and identify foreseeable point-to-point solutions. On this basis, we were able to determine operational objectives, and solutions were then outlined. Finally, it was decided that an intervention was required and recommendations were made to further the study.
